"At 9:15 p.m. Tuesday, Broome County officials issued a state of emergency that closed roads in the county to all traffic except essential and emergency vehicles. States of emergency were also issued in Kirkwood, Maine, Windsor, Union and Vestal. All residents along the Susquehanna River in Windsor were ordered to evacuate. Similar states of emergency, banning non- emergency travel, also were issued Tuesday in Delaware and Tioga counties."
